According to Pappi's post no, there will be qualification tournamnets + Play Offs which give 6 places for NORCECA. This tournament is continental championships, but without qualifications for WCH even for the winner - probably USA.

NORCECA's format is ridiculus. They should try with a rounf robin like CSV did this year. It has no sense to let USA meet Costa Rica or Santa Lucia. It is better a round robin with the best six teams (USA, Puerto Rico, Rep. Dominicana, Cuba, Canada and... Mexico/Trinidad & Tobago).

So Mexico beat Cuba 3-2. Cuba is dropping in level year by year by losing all of their players. Cuban federation should do something about that and realize that their hard line doesn't work.
