First of all because CEV ranking doesn't give us spots in ECL and then the teams don't have enough money to play ECL. Vilsbiburg wants to play in ECL in some years if they have enough money and a good enough team, but in general German clubs see European competitions as not so important and mainly a financial problem.

Main problem - as far as I know - are the television broadcast standards (and venue standards) that are mandatory for champions league competitors. In german television there is soccer, soccer and soccer... The clubs would have to pay a broadcaster to match the required standards and the risk is high that they would end up with financial loss after the whole thing...
