FIVB doesn't have a personal vendetta against Russia (if anything, their initial reaction suggests otherwise)
FIVB banned Russia on the basis on violating the Olympic Truce (which some seem to forget). The IOC had recommended all international sporting federations to ban Russian teams. https://olympics.com/ioc/news/…an-athletes-and-officials
FIVB had not banned Russia before the IOC recommended it.
