A bit more scoop about the weird situation with the Rwandan team in this very interesting article by a Brazilian journalist.
He spoke to Paulo de Tarso Milagres, the aforementioned Brazilian coach who, at least in his own country, doesn't hold the best reputation... (Can't help but laugh at the irony, cause his translated name means "Paul of Tarsus Miracles". It may have definitely appeared, at one time, he was capable of delivering miracles to the Rwandan Volleyball Federation...
)Anyways, Paulo says he was approached by the Federation, which was already interested in enlisting foreign players who had never played for their own national teams. He put the Federation in contact with some player's agents and voilà. He says he didn't follow the bureaucratic process anymore, but that the Rwandan officials told him everything was legally ok with the Brazilian girls. The article doesn't go into details, but let it slip that CBV (Volleyball Brazilian Confederation) doesn't have such a nice relationship with FIVB (because of Ary Graça) and that maybe has something to do with the reason why the naturalization took longer than expected. Still Paulo is now negotiang to extend his contract.
Of course the blame should be put on the Federation, in case they really went on with signing the Brazilian players if their legal situation was not sorted out. But I actually think this whole situation also raises the discussion (once more) of naturalizing foreign players just for the sake of trying to become more competitive, when they actually had no previous relationship to the country whose naturalization they are acquiring.
