to be fair, Japan keeps a very tight leash on how women present themselves. All they are allowed to be is cute. I mean, Ishikawa braided her hair and it made some noise already. Right after WC, she went back to that boring short hair they all keep.
To be fair on the men's side, VolleyballWorld (fivb's marketing arm) has been like their fan page so JVA can almost put little effort in marketing on the men's side.
