That's true. The good german players are under contract. Suhl, Vilsbiburg, Erfurt and Straubing will have a hard time finding german players...
Neuwied does only have german players until now but mostly out of the 2nd devision.
That is the Problem with a Foreinger Rule. The Idea is good but we have not enoutgh good German Players .
