Because Wisconsin has new OH in starting-six (Temi Thomas-Ailara). Julia currently plays mostly as libero. However, in some games she's standard OH

She hasn't played for Belgium in ages so that shouldn't be a problem. In the past it was 2 or 4 years after the last match for the original country.

I checked and they changed the rule in 2023 regulations. according to the 2023 regulations; she can't play for Polish NT since played for Belgium before.

5.5.2 However, if the player has previously played for another national team, he will be

It's really long ago, but in 2002 Germany naturalized Kazakh MB Olesya Kulakova who was playing for Schwerin back then because there were no decent German MBs and we were hosting WCH. I don't remember the details but I think there also was a shortened period so she could play in 2002 shortly after getting German citizenship.

I don't think so. As far as I know, they only applied for men's tournament. Łódź hosted WCH 2022 and OQT 2023. They wanted to have men's tournament next year.
Speaking of NT, Zuza Górecka said that she might skip NT this summer if she doesn't feel ready to play.
