Nope. The old CEV system cannot handle Slovenia's "MAX" set ratio and ranks "MAX" exactly the same as the 18.00 set ratio of Sweden and Hungary. For this reason, the ranking there is based on ball ratio, placing Sweden ahead of Slovenia, which is incorrect according to the criteria listed further down.

I don't like this new format. A lot of unbalanced matches with 3-0... Favorites doesn't play each other. Only Montenegro is giving some surprise.

It means that even if you win every single match, you might be out of final four because sets or even ratio points.
