Pan American Games (note: different from the Cup competition) qualification begins this week.
CSV's qualification will take place in Argentina this week. Colombia and Peru will join Argentina for three matches between August 9-11.
NORCECA's qualification (USA, DOM, Canada, Mexico, Puerto Rico, and someone) will take place in early September.

The women's Pan Am Cup will take place August 19-29 in Mexico.
Teams haven't been confirmed yet... but the invited teams were
NORCECA: Mexico, USA, Trinidad & Tobago, Dominican Republic, Canada, Puerto Rico, Cuba, Costa Rica
CSV: Argentina, Brazil, Colombia, Venezuela, Peru, Chile
USA and Canada are sending their "B" team. I imagine if Colombia attends they will as well as they are playing in France the following week.

Then you're wrong. Both Japan Volleyball Federation and Taiwan Volleyball Federation made it clear in their offical news release that AVC Cup can earn world ranking points.

I don't believe the AVC Cup will give points because it's not an annual event. (per the FIVB Ranking FAQ)
