no, the verbiage is that there are 12 players who have reached a contract agreement with the team for the 2022-23 season. These players were technically free agents as per the league rules as the FC Tokyo team did not exist, however with the new owner coming in and maintaining the position of the team in V1, the new owners would need to sign players. Many players decided to stay with the club in its new identity.
