Umm, Yugra Samotlor is a funny team. They have a school/reputation (Voronkov, Sivozhelez, Volvich, Dineykin) and left the Superleague due to the financial issues, i.e. they haven't been really relegated. Secondly, with the players they have at the moment they are highly likely to get promoted. So I'm sure they can bullshit with this Superleague perspective pretty easily. I guess Bratoev received these promises a year ago and played a season with them. The big question is if they have enough cash to play there next year. Samotlor can win the league but then decide to decline the promotion to save money.
