According to this article, it is planned that if Potsdam is no longer in the Bundesliga next season, no playoffs will be played. Each team would then play twice at home and twice away against each team. With 8 teams there would be 28 games for each team next season

Yes, that's hard to read. But with 8 teams, 3 rounds wouldn't really work. That would then be an odd number. Not every team would have the same number of home and away games. If Potsdam doesn't play in the Bundesliga, even Erfurt would be in the playoffs. That doesn't make any sense either.
