No, the translation was meant more closely to comment that she wouldn't be a starting player. All teams need good reserve players too, so Takeshita would have probably been used as a 6+2 sub setter in the back row. You seem to be thinking that he's talking about the Takeshita herself, but it's moreso towards her attribute of lack of height than her as a player.

Once a player is admitted into the CHN Senior NT, will she still be engaged in any domestic League or Club competitions or activities?
Are players like Zhu Ting, Shen Jingsi, Yang Junjing, Zeng Chunlei, Yan Ni, Lin Li incl. the young stars Yuan Xinyue, Zhang Changning, Liu Yanhan, Liu Xiaotong and so on still playing for their original clubs, perhaps partially? Or, are they fully dedicated to the NT activities throughout the year?
This question can be expanded into the U23 NT as well.
