French league though I can see them improving is not close to being one of the top leagues at the moment. RC Cannes also signed Nadia Centoni so maybe they can build a nice team to compete at the European cups next season...

Cannes isn't playing any European Cup next season. Their first goal should be to make it back to the top in French league after a disastrous season for their standards.

The arrivals of Centoni and Bauer should indicate they have a higher budget this season. Granted, both are way past their prime, but they're still an improvement for the team.
As for the French league level, well, what is there in Europe other than Turkey and Italy? Russia doesn't really count because of their foreign player restrictions. Polish league is not as strong as before, Azerbaijan seems to be collapsing, Spain is long gone, Germany is basically a recruitment pool. That doesn't really leave that many options. Also, from what I understand, salaries in the French league aren't particularly high, but they're regular, so I could see the league become more and more attractive for mid-level players from all over.
