How does this sound?
Hold the whole thing in Japan in June to early with all 16 teams. That way teams would not have to requarantine.
Have two weeks of play, in two groups of eight, 7 matches in each group. Top 7 teams (plus Japan) advance to two pools of four for Finals. Top 2 from each group go to semifinals and finals.
Plus with BRA, CHN, DOM, ITA, JPN, KOR, RUS, SRB, TUR & USA, already in the VNL only Kenya and Argentina have to quarantine before the games.
Also with all of the teams there it would allow them to have practice games with other teams.
This is just an idea because I think this is going to take longer than we would like.

That works, but the RR part is what makes VNL the most interesting to me.

A "bubble" is the only way the VNL will happen. I don't see them using the current format at all.
The biggest question will be are teams willing to stay in Japan that long/afford it? (they should, VNL is so much travel anyways, but who knows)

might as well use their fancy olympic stadiums... but that'll be kind of cruel to poland or germany who didn't qualify for the olympics.

I see one big problem in this, and that is number of player allowed to be on VNL list per team (25 players), ofc just 14 per week, but this number of 25 players isn't without sense, 15 matches is too much for just 14 players. Is hard to believe that someone can handle the organization of 16 teams * 25 players, OTOH is insane to expect that 14 players play 15 matches plus final (5 matches) and after that to play OG. Also it is pretty clear that standard organization of VNL in 2021 is quite impossible.

I still think China may be the better answer. But having it in Japan would allow for a better quarantine situation.
It's very messy. I don't think we'll see the same amount of matches, players allowed on rosters, or locations (if at all)
OG should be FIVB's priority and not risk anything with a VNL.

They can spread out the matches right? If everyone is staying in one place it won't matter if matches are played every other day. Maybe instead of 14 or 25 they can go somewhere in the middle, like 18.
And with 16 teams, it's probably impossible all 8 matches going together at once anyways. Some of the matches can take 2 hours (or even 2:30) and that gets you to 16 playing hours if you have evenly matched teams. Even 3-0 blowouts take 1:30 which is like 12 hours of playing time.

It isn't a bad idea but players won't rest and also it's too much for one city
Imo it should be held between several cities in one country or 2 close countries

I don't expect many teams would bring their A teams to the VNL just before OG. Maybe they will play with B teams and play the finals with A team.
There's no way that they will keep the same format with so much traveling. Many countries are closing their borders overnight. It is so unpredictable. Only way is to go for a bubble system but then it won't be 15 matches. I expect 9 matches as it has been done during world grand prix times

I get trying to have more locations, but I am thinking for the long game here just for 2021 only. If players have to quarantine anyways (potential and not official) for Olympics, then if the matches are already there, then there is not an issue with re-quarantine.
Agree that you can’t have full 25 player rosters. 18-20 sounds fair and gives options if injuries.
I was going with 7 matches just because two groups of eight because you could spread matches, 2 a day over 7 days. Japan has hosted events before in many cities, so not an issue. Hotel rooms may be empty, but could be held in two cities or gyms in same cities. Hiroshima, Osaka, Nagoya and Tokyo all have multiple gyms. Tokyo suburbs or Yokohama as well.
If you wanted more, then 9-11 matches (4 groups of 4, 3 matches in one vs. 4 in the other two, one pool is missed by all teams).
I am just trying to give something that would work quickly if needed.

now that is impossible
you can't play with another team in finals,there's a new rule says that players in final should have participated in certain amount of play in regular stage
also i don't see teams going with B teams cause VNL is only tournament where you can let your team play before olympics,maybe they will be friendly games after vnl but it won't be enough to make your final list
so like it or not,teams are gonna send their best at least 1 week or 2

The last paragraph makes uncertainty quite high.
"The FIVB reserves the right to adjust the official calendar to prioritise the health and wellbeing of athletes and the global Volleyball Family, taking into account the exceptional circumstances of the ongoing COVID-19 pandemic. If there are any future changes to the calendar, these will be communicated through official channels."
We would know by march if it's possible.
