there are three hosts
Then, the remaining 21 teams are ordered by ranking, and split into 7 pots (1-3, 4-6, etc)
each team from a pot is randomly assigned to a group. So for example, If Serbia Brazil and Italy are not hosting, they will form the first pot, and each one will be assigned to separate groups.

You just described the sepertine system. I think you're misinterpretating the word "draw".

From what I understand it's a mix of both? They have pots containing 3 positions (4-6, 7-9 etc) and teams are drawn from them so you could have something like the 1st ranked playing with 4th and 8th instead of 6-7 as it would happen with serpentine

Yeah basically the group will be filling in order according to the serpentine system, but the teams will be drawn from each pot.

I think it is highly probable to say that the remaining hosts will be Turkey and China.

turkey yeah they are willing to organize tournaments they did with club world champs and now they are biding for next world champs
China idk cocid is still strong there and they turned down so many tournaments in last years...i highly doubt it

Just do serpentine based on world ranking. It's not that hard.
